Why it always say I uses 12px while I write 10px for the font-size?

because your browser has a minimum font-size setting (which is 12px) do a google search: disable minimum font-size chrome. If you do not use chrome, replace it the browser you do use

you can also change the minimum font size of browser by this step: (menu) -> Settings -> Show Advanced Settings -> Web Content -> Customize Fonts -> Minimum Font Size.

i am sure that if you google disable, you will find the change as well
