Why do we need ECMA standard in scripting language?

In programming language such as Java, C#, and so on… submitting standard to an organization such as ECMA isn’t necessary. Meanwhile, in creating scripting language it is required. Why is that? Kindly elaborate. Thanks!

I will say (but don’t quote me haha) that I think ECMA is a branch of JavaScript that makes it easier to code across multiple web browsers without necessarily using DOM (as one would in JavaScript) … so to me, ECMA is more specific in a way, when we want to do scripting with less involvement.
