When ever i type "gem install jekyll" it doesn't work

when ever i type "gem install jekyll " in to the terminal i get this error message "C:\WINDOWS\system32>'gem' is not recognized as an internal or external command,
''gem'' is not recognized as an internal or external command,
operable program or batch file."

Have you installed gem on the system that you're running that command on? Otherwise you're doing the equivalent of double clicking an icon that isn't there, as you haven't installed the thing you're trying to start.
