Is there anything significant that changes if the head tag is placed inside the body tag, aside from the content of the head tag now being displayed on screen?

It does not change much in terms of performance, but head should always stay above body. It will be confusing to anyone reading your code.
Head also stores your css and other metadata. This should come first before any content is loaded onto the screen.
