What does href mean (if anything), and why use a tag instead of link?

Take a look at this document from w3c written by Tim Berners-Lee
(the inventor of the World Wide Web) -> https://www.w3.org/Provider/ServerWriter.html.

“A” is for “anchor”, “HREF” is for “hypertext reference”

Href stands for Hypertext reference. The <a> tag stands for anchor.

Why is it not link?

The <link> tag which you’ll probably learn later on will link the source of something to it. The link tag is used to define an external resource to link it to the code/page your on.

The anchor tag is the destination as for a ship would drop down making the ship able to stay there where they have reached.
