What does 1, 3 mean in the lists code challenge?

im also having trouble with this, i dont think there was a lesson introducing some of this subjects or at least i cant remember, i have to look at the answer.

print(remove_middle([4, 8, 15, 16, 23, 42], 1, 3))

also, i dont understan what the 1, 3 mean

    remove_middle(lst, start, end)
                  [ ],   1  ,  3
