Variable vs Function

I’m doing the ‘Learn Javascript Syntax: Scope’ quiz that is linked below and I’m not sure if the answer is wrong or my understanding is wrong.

Per my understanding multiplier is declaring a function, not a variable. Am I wrong here?

The function also counts as a variable.
multiplier is a global variable here.
val is a variable, but its not a global variable.

Essentially, variables are names assigned to values. multiplier is a name assigned to a value. That value happens to be a function, but the principle is the same.
