when you have a html element:

<p>i am a paragraph</p>

you can add a attribute (for example class) to the opening tag without creating an additional opening tag:

<p class="">i am a paragraph</p>

this same logic goes for a unordered list, i recommend to do html + css first, to gain a better fundamental understanding of html + css before doing making a website
