Trusted Users editing a website

Hello there, it’s Dinocat8! I’ve started wondering how to make the code for:
A trusted user on the website can edit images and add links but has to get them verified.
Does anybody have a solution to this problem?
Here’s an example:
I’ve got the coding for text editing:

you need to this on the back-end of your website, client side JS would just be a massive security risk. Then anyone can simply bypass the security and make the links point to malicious websites.

Ok, sorry about that. I kinda mean like an existing user. Although this is complicated, I think I’ve seen this on other websites. I’m just trying to think how to explain it.

Do you have a user authentication system? What languages do you use? What code do you have so far?
