whenever I enter a guess that is within in the range of the board the code works just fine, but as soon as I enter a guess that is outside of range(5) I get the following error:

why doesn't it give me the "That's not even in the ocean"?

because here:

elif board[guess_row][guess_col] == "X":

you try to access the board before validating the shot is even in the ocean.

if the user already guessed a specific set of coordinates should be after you checked if the shot is in the ocean
