Shouldn't it print the print statements in either conditions?

    guess_col not in range(5):

your elif is wrongly placed.

if guess_row not in range(5) or  guess_col not in range(5):
        print "Oops, that's not even in the ocean."
#elif hee

else:

you have if statement to check if the user guesses correctly, and else to handle all wrong guesses
