Oops, try again. Did you remember to give your #header a position of fixed?

.header {
    z-index: 1;
    position: fixed;
    border-radius: 4px;
    border: 2px solid #778899;
    height: 50px;
    background-color: 98FB98;
}
.left {
    border-radius: 4px;
    border: 2px solid #8B4513;
    font-family: Impact;
    height: 250px;
    width: 350;
    background-color: E0FFFF;
}
.right {
    border-radius: 4px;
    border: 2px solid #8B4513;
    font-family: Impact;
    height: 250px;
    width: 350;
    background-color: E0FFFF;
}
.footer {
    border-radius: 4px;
    border: 2px solid #778899;
    font-family: Georgia;
    height: 120px;
    width: 100%;
    background-color: FFE4B5;
}

you gave a element with class header a position fixed, but in your case your header has an id, for id's the selector should start with a # in css:

#header {
  color: red;
}
