Full-stack implies an in depth understanding of the user interface as it pertains to user experience and usability. Those two APIs are the backbone of the UX since they provide the DOM and direct the presentation. Everything else traces back to that.
However, if UX isn’t your thing, then at least get a basic understanding of the DOM and be able to relate to how scripting and AJAX play a role in the delivery of user content. The flip side of the coin is the server, where the database lives, where user input is validated, and where content is assembled for delivery to the requesting client.
