Need help with Java 5/11; Boolean operators

The question says “1.
Line 4 has a code statement that is incomplete. Use each Boolean operator no more than once to replace the empty comments /**/. The code statement should print out false.”

I dont understand the question at all. There are no empty comments in the problem. And there seem to be two codes there when they need an answer for only one, i have no idea what im supposed to do.here.
