Need help on "The Big If" - Indentation Error


I keep getting this error message:
"File "python", line 5
elif 9 == 4:
IndentationError: expected an indented block"

I don't see what is wrong with my indentations; I have tried replacing spaces with tabs and vice versa, to no avail.

# Make sure that the_flying_circus() returns True
def the_flying_circus():
    if True and False:    
        # print "blueberry" 
    elif 9 == 4:
        # print "strawberry"
        # print "True"


You have to write what will happen if the parameter meets the if, elif statements. For example it can be

if True and False:
    print "She tripped on this rock and hit her head on this other rock"
