first add at the bottom else return cost then and for each if add in return cost i'll paste in my code for you to reference

Just pointing this out, but if you are looking for what you did wrong and were looking at this, wouldn't you want some indentation to read it easier? Just thinking for those new to python and didn't notice the indentation law.
