So I can't continue to the next lesson due to some sort of a bug with this one.
My code is:

border: 1px dashed #3A5FCD;
}

The code is correct. Make sure that your browser zoom is set at 100%
EDIT: Technically, yes. But the exercise asks you to put a border around everything using the universal selector *.

Already did that, didn't help. Also tried in two other browsers (Microsoft Internet Explorer and Microsoft Edge)... To no result.

You only added a border around your paragraph elements, the lessons says you need to add a border around everything, which means your css selector should be the universal selector (*)

Well, this is the general css syntax:

}

as i explained earlier, arraycoder88522 used the wrong css selector. I can't say anymore unless you post your code, i don't give full answers (and i can't, codecademy policy prevents me)

You used as h3 as css selector, while you should use the universal selector (*), and the color, #3a5fcd, shouldn't be between brackets, here is the general syntax for a border:

border: width style color;

see? no brackets
