More than one font in font-family

Nothing is wrong with this code, rather I am curious. I know you can add more than one font, meaning the other fonts not being used are “backups” if a person’s browser isn’t correctly loading the primary font.
But I am curious as to why in the second font, “Palatino Linotype”, has ’ ’ around it. Actually, is it even a font or just an extension of the Palatino?
