Sorry, I posted prematurely. So I am having trouble linking my css file to html.
Also my .js file but that is another topic.

An href needs to be a URL, not a volume file path. URL’s have /, not \, and locally will have a file protocol.

Easiest to locate the .js and .css files in the same directory as the index.html page, or one level above (as you have). Then address them directly…

The above assumes you have a js directory, as well as the css one.
