Libraries documentation, where are you?


In case, I want to implement a block of code in an editor say 'spyder', how would a complete beginner know which library has to be implemented, how it should be integrated to that particular coding environment and what are the functions/methods available for a specific library.

I looked up a link in python software foundation,
It gives a very broad picture on various types and modules. Could anyone advise on how this documentation should be used?
