your code's indent have problem, use TAB or 4 space (one of them) to write codes.

exp:

if city == "Charlotte":
    return 183

Make sure all statements like def, if, while, for etc are followed by tabs in the next line. Tabs in python define a block instead of the curly braces that languages like javascript, c, c++, java etc use. Try correcting indentation and let us know how it goes...
