Don't use the string, but use the variable instead:

ministry.upper()

Relate it to method chaining rather than dot notation. I'm pretty sure we cannot write,

ministry['upper']()

so that rules out bracket notation. Nope, it's a method chain that naturally uses dot to join itself to the execution context.
