In an Array you have 1 or more element's with a certain Value.
The VALUE can be anything from:

``````•Number
•String
•Boolean
•Symbol
•Object  ◦Function
◦Array
◦Date
◦RegExp
◦Math
•Null
•Undefined``````
In an Array of Arrays
the element's have a Array Value
Thus
`var arrayOne = [ ["arr2_elem0","arr2_elem1"] , ["arr3_elem0","arr3_elem1"] ]`
=arrayOne= is an Array which has 2 element's
`["arr2_elem0","arr2_elem1"]` and `["arr3_elem0","arr3_elem1"]`
To =access= an _Array-element you use the so-called =bracket-notation=
like
``````arrayOne[0]    --> an Array-Value ["arr2_elem0","arr2_elem1"]
arrayOne[0][0] --> a String-Value "arr2_elem0"``````

You are able to use a =double-FOR-loop= to get =access= to all the Value's

Looks like @leonhard.wettengmx.n gave a great description of an array and an array of other data types.

The question asks you to create an array with 3 rows and 3 columns, similar to the example where they show an array with 2 rows and 2 columns.

Does this help?
