I cannot make this part of the code work .. i cannot understand why it tells me to make sure the div class neighborhood guide is after the jumbotron ... help please ?

Looks like you have extra closing div tag after Learn more

not sure which one though I tried many .. if I delete one of the 5 closing div tags after Learn More still the code doesn't work

You have your jumbotron and neighborhood-guides divs tangled together, they are meant to be completely separate.

Here is the overall plan that you are aiming for:
