How to make background image move with mousemove

I’m currently working on a project in which I will have 2 images; one atop the other. The image on top is a png that will act as a ‘window’. The image below is a collage that will be seen through the ‘window’. My goal is to make the collage move with the movement of the mouse. I got this to work but when I placed that window image on top of it, it stopped responding to the movement of my mouse. This is what I have so far.

As you can see I have the collage beneath the ‘window’ image and I want it to respond to the movement of my mouse but it only seems to do so when the images are separate and not overlayed. I would really appreciate any guidance on what the solution may be. heres my code:
