I am not sure how to create the .babelrc configuration file. I am using windows, and I am not sure what root directory means. Also, if I create the file with notepad, it only saves as a .txt. Notepad ++ does not have the .babelrc extension. Can I do this all from the command line?
.babelrc is the full filename. There's no file-extension and np++ is unlikely to enforce a file extension. If it does, rename the file after creating it.
The root of a tree is the parent of all nodes, so it's the top-most directory. In the context of a project that is the directory containing the project.
