What Re-assignment means?

suppose ..

x = 1

It can be changed(re-assigned) like this...

x = x + 3

It means I'm adding 3 to its past value and saving back(reassigning) to it.

hint**
In same way you have to add..past value of meal and tax on meal (meal * tax) and add back to it.
