Help Figuring Out What I Don't Know (CSS? Tooltip?)

This may be a bit of an odd question. Context first: I have a small roleplay/gaming website and forum, and users have asked about being able to reference items and create formatted pop-ups. The best example I can find seems to be the highlighted items here:

I’d be happy to spend some time learning how to create something similar, but I don’t actually know what it is that I need to learn. Inspecting the source code, I’m not certain if this is javascript, or if HTML and CSS are enough, or even whether it’s referencing an actual database of some kind or pulling based on div ids.

The ultimate goal would be to create something that allows my users to type, say [Fireball] and other users could mouse-over it and see what they’re getting hit with. Currently, there’s ways to give that information manually, and users can of course look it up in the handbooks, but if I can learn a better way, I’d love to. If I can get something working in HTML, I should be able to make it accessible to them as a BBcode.

Thanks for any help or direction you can provide!

there is jquery dialog:

what you are looking for is named Modal boxes, if you google this. You will find what you are looking for. This can be achieved in html/css only, but also with Javascript or a javascript library

sounds cool

Thank you! You have no idea how many different things I searched for before this!

Now to see if I’m smart enough to learn it, haha.
