That is the trick of this exercise. In html basic you learned that the correct tag is <!DOCTYPE html>, this exercise was testing you

<!DOCTYPE> is half complete. The full version is <!DOCTYPE html>

The doctype tag is used to declare the type of document, in this case HTML, so you need to include html in the tag.

Facts:
<!DOCTYPE html> does not require a closing tag.
<html> is still required in the document - doctype is not a replacement.
