All you need is a text-editor, you could even use office word or notepad, but i would go with something which is a little more suitable for programming like notepad++ or atom.
You can just download these for free (there is also sublime text, which is payed, but in the same way as winrar, with unlimited free trail)
once you installed them, you can simply create files and save them as html and css files. Then you can open the html file either with text-editor to edit, or with browser to preview your page
each time you make changes to the file, refresh the page in the browser to see the changes
