What my problem with this code?

    if city == "Charlotte":
        return int(183)
    elif city == "Tampa":
        return int(220)
    elif city == "Pittsburg":
        return int(222)
    elif city == "Los Angeles":
        return int(475)

These numbers are already integers, so no need to convert them. The lesson checker may be looking directly at the code and does not expect to see int().
