So in this exercise, when one says: "Plot revenue vs time " They mean plot revenue on Y-axis and time on X-axis. Is it standard practice to say Y-axis VS X-axis in that order? It seems a little counter-intuitive.

I think there are a few guides or tricks to remember it but plotting vertical against (versus) horizontal would be the standard (y against x, distance against time). After years my brain still sometimes pauses on this.
