Do you have to put the states of buttons in order (in css) as you’d like people to see them on the screen?

Why did we need to put the hover rule before the active rule? I didn’t notice any change from previous exercises where the order of my css styles were all over the place. Also, nothing happened when I put the hover rule after the active rule.

In an earlier lesson, a a rule of thumb was given for the order in which the link states should be listed in stylesheets.

:link 
:visited
:hover
:active

So the order is just a recommendation, and doesn’t affect the actual styling of elements on the page?
