Why is expressionsRouter declared in the expressions.js file without a let or const?

Why is this also the case for animalsRouter in the animals.js file?

I would also like this explained (as simply as possible) please.

It’s been impossible to learn anything about Express on this course. Any suggestions on where to learn it?

I do not understand one thing - why do I not have to declare animalsRouter? It is just reassigned it to express.Router()
