Why in this exercise (Getting Started with Bootstrap), the links to the JavaScript libraries were written at the end of the <body> tag and not within <head>?

I’m recreating the Bootstrap painting Piet Mondrian’s Composition II in Red, Blue, and Yellow by using 2 main columns instead of 2 rows as in the solution video. I think logically it can work this way but I’m not able to get the last f and g columns to be flush with column c above.

My code:

<div class="container">
      <div class="row">
        <div class="col-3">
          <div class="row">
            <div id="a" class="col-12"></div>
          </div>
          <div class="row">
            <div id="b"  class="col-12"></div>
          </div>
          <div class="row">
            <div id="d" class="col-12"></div>
          </div>
       </div>
        <div class="col-9">
          <div class="row">
            <div id="c" class="col-12"></div>
          </div>
          <div class="row">
              <div id="e" class="col-11"></div>
              <div class="col-1">
                <div class="row">
                  <div id="f" class="col-12"></div>
                </div>
                <div class="row">
                  <div id="g" class="col-12"></div>
                </div>
            </div>
          </div>
            </div>
        </div>
      </div>
