how does Python know where the file.csv is? if you have the file cvs in your finder, do you have to write the place where the file.cvs is before the file name?

I am also wondering how to open the csv file on my computer. Where must the file be located for python or pandas to find it? I have tried copying the location and it still won’t find it.
