I downloaded but can’t open the file.

It’s a GZIP’d tarball; if you’re working on, or are familiar with *nix, the file should pose no problem.
I’m guessing, though, that you’re on Windows? Windows doesn’t have native support for GZIP or tarball.
You can open the file by using a free archiving utility; personally, I use 7-zip but there are plenty others available.

Yes, I use windows 10.
I installed 7-zip, but still can’t open the file.
It shows “Microsoft JScript compilation error”
You may have to right click the original tar.gz and unzip with 7-zip specifically. A double click might still default to the built-in that can’t deal with it.

I can’t find the word unzip after I did right-click or selected 7-zip.
I tried “open archive” but that led me to the error.
If you right-click, then go 7-zip > Extract files… you will be able to access the contents of the tarball.
