I don't know if it is just me but it seems that the universal selector * is not working for me in the lessons. The first lesson that I used it I put in the code;
* {
border: 1px dashed "hex color";
}
and it didn't work can someone help?

That is not actual code, but a placeholder the author put in there for us to replace with a real hex color. The color is likely provided in the instructions and will look something like this:

#FEB355

It is actually three hexadecimal numbers written as an expression, hence the requred hash sign to denote an RGB color, in that order. In the above,

FE  =>  red palette
B3  =>  green palette
55  =>  blue palette

I'm guessing this color will be fairly near to orange (just pulled out of thin air).
