Can the css access relative path upper than it's folder?

Hi, there! In the context of the Dasmoto’s Arts & Crafts project (in the Full-stack Engineer path), I tried use the follow scheme of folders:

The problem is that when I tried use the “example.jpeg” to be a background-image of my index.html, this didn’t work! But when I move the “index.css” to be a child of the folder “resources” did works.

My question is: the can “index.css” only access images that are equal or “deeper” of its folder?

Im pretty sure you can access parent folders by using …/ at the beginning of the path. You’ll have to change the path name.
here’s a short article that explains a bit https://css-tricks.com/quick-reminder-about-file-paths/
