Can see what's not right

Make sure that the_flying_circus() returns True

def the_flying_circus(answer):
    if 5 == answer or 4 == 5:    # Start coding here!
        print "this is true"
        print "not right" # Don't forget to indent
        # the code inside this block!
    elif 5 == 5 and 4 > 3:
        print "something"
        print "not right" # Keep going here.
        # You'll want to add the else statement, too!

It's not likely the SCT will call this function with a parameter, so that can be removed.

    def the_flying_circus():

We cannot write else before elif. The following example shows the minimum required to meet with the instructions:

def the_flying_circus():
    if "Red" == "Blue" or "Red":
        return True
    elif "Blue" == "Red" or "Blue":
        return True
        return False
