Boolean Operations (and, or, not)

I do not at all, understand what and, or, not does. I completed all the exercises but still don't understand "True not False and False" and all those sorts of statements. Please can someone explain what they are used for in Python, why they are essential, and how to use them? Thanks

a good example of this might be like:
if a <= 0 and b <= 0:
then do this
and that translates to pretty much regular speech... help?
