@devpro57471,
You could do it on your own Laptop / Pc

get yourself an editor
Here's a list of some of the ones ( all free):
= http://www.pnotepad.org/ ( favorite for quick scripts)
= http://notepad-plus-plus.org/
= http://brackets.io/

Also in use Visual studio
= http://www.visualstudio.com/products/free-developer-offers-vs

Create a basic HTML document & save the file as something.html
then load with your Browser

<!DOCTYPE html>
  <html>
     <head>
          <title>My HTML </title>
            <!-- in link-Tags load jQuery Bootstrap & Google link-files -->
            <!-- remember the order is important -->
            <!-- between style-Tags all code which would go into CSS-file -->
          <style>
           p { font-size: 14px;
              }
          </style>
     </head>
     <body>
       <p>This is my first HTML document </p>
     </body>
      <script>
         //here you put your Javascript / jQuery code
      </script>
  </html>
