HELP!

I am having trouble with a certain problem.....

The Link is listed above....I am just beginning. I don't want someone to do it for me..I just want someone to explain to me what is going on...and how I should go about it. I am learning this on my own with no one to teach me and I think I bit off more than I could chew...

<title> - Gives an heading/ title of your page
<link> - Lets you to refer any external website if you want to redirect
<h1> - Is Headings 1 for the increment of size of the text
