I see people multiplying 0.1 or 0.3 and 0.6 but how and where do you get those numbers?

def get_average(student):
    homework = average(student["homework"])
    quizzes = average(student["quizzes"])
    tests = average(student["tests"])

They are given in the instructions. The return value is a weighted average

    return 0.1 * homework + 0.3 * quizzes + 0.6 * tests

Notice that 0.1 + 0.3 + 0.6 == 1

What this means is that homework counts for 10% of the final mark, quizzes account for 30%, and tests account for 60%.
