I'm using Google Chrome and Windows 8.1. It's happening again today.

If you look in the url bar, you can see that your zoom is not at 100%, reset that by clicking the magnifying glass, or find the keybind for it. (can't remember it sorry)

Thats what probably stopping you as its making the line larger than 1px because of the zoom.

EDIT: command is crtl 0 for windows cmd 0 for mac to reset browser zoom to default.
