4. Add the Remote

$ git remote origin https://github.com/Teo03/Teo03.github.io.git
fatal: Not a git repository (or any of the parent directories): .git

Help, I don't know what's wrong here!

When you issued that command, are you sure that you were in your git repository's directory?

$ cd personal-website
bash: cd: personal-website: No such file or directory
$ git init personal-website
Initialized empty Git repository in /home/ccuser/workspace/daw/personal-website/.git/
$ git remote add origin https://github.com/Teo03/Teo03.github.io.git
fatal: Not a git repository (or any of the parent directories): .git

I tried but it don't let me pass

From what you've told me there, I'm still pretty sure that you were not in your repository's directory when you issued this command:

git remote add origin https://github.com/Teo03/Teo03.github.io.git

Do you remember how to find out what directory that you are in?
Do you remember how to display a list of files and directories?
