def the_flying_circus():

        print ("True")
        # Start coding here!
        # Don't forget to indent
        # the code inside this block!
    elif 6 + 1 != 7 +3 and 7 <= 8:
        print ("True")
    elif 7 > 8 or 7 > 5:
        print ("True")
    else 5 + 5 == 10 and 7 + 1 == 8:
        print ("True")
        # Keep going here.
        # You'll want to add the else statement, too!

Can you post the image again, it doesn't look working

As first, remove the parenthesis from both sides of true. Also remove the quotation marks because of True is not a string.
As secondary, you are not printing True, so use return instead of print.

return True

After all of this, call to the_flying_circus() outside the function and print it.

def the_flying_circus():
    if True: # Start coding here!
        print "Tis True"# Don't forget to indent
        # the code inside this block!
    elif False:
        print "Tis False" # Keep going here.
        # You'll want to add the else statement, too!
    elif True and False:
        print "thats funny"
    elif True == False:
        print "Tis Funny"
    else:
        print "No answer"
    return True

Don't forget to return the True value. Don't simply print it.
