        print "Oops, that's not even in the ocean."
    elif board[guess_row][guess_col] == "X":
        print "You already guessed that one already."
    else:
        print "You missed my battleship!"
        board[guess_row][guess_col] = "X"
        print print_board(board)

It is returning the message, " Oops, try again. Did you remember to add the "You guessed that one already." message in your elif statement?"

Oh my gosh I must have added an extra 'already' absentmindedly. I took it out and the code worked! Thank you!!

I have found the prolem! The exclamation mark in the end of statement instead of point. It is now working. Thx!
